Staff Movement
A routine congressional staff movement in the office of Rep. Zoe Lofgren (D-CA-18) has placed Adrien E. Villanueva in a new role as Staff Assistant, working out of the congresswoman's San Jose district office beginning March 1, 2026. The Capitol Hill staff change follows a brief internship Villanueva completed in the same office during the fall of 2025.
The Member: Lofgren's Legislative and Committee Portfolio
Rep. Lofgren has represented California's 18th Congressional District, centered on San Jose, since 1995. She has filed for re-election in the June 2026 primary. Rep. Lofgren is one of the House's more senior members, serving on the House Judiciary Committee, the House Science, Space and Technology Committee — where she holds the position of Ranking Member — and the House Administration Committee.
Her legislative agenda in the 119th Congress spans immigration and science and technology policy. On the immigration front, she has introduced the GRACE Act (H.R. 6870), the Renewing Immigration Provisions of the Immigration Act of 1929 (H.R. 4696), and the Real Courts, Rule of Law Act of 2026 (H.R. 7836). On science and technology, she has introduced a cluster of workforce protection bills — the Saving NASA's Workforce Act (H.R. 2210), Saving NIST's Workforce Act (H.R. 2209), Saving NSF's Workforce Act (H.R. 2208), and Saving NOAA's Workforce Act (H.R. 2211) — responding to federal workforce reductions across science agencies. She has also co-led the bipartisan NASA Reauthorization Act of 2026 (H.R. 7273) with Chairman Brian Babin (R-TX), which cleared a full committee markup in February 2026.
All of Lofgren's 119th Congress sponsored bills remain at the introduced stage or in committee consideration, which reflects both the minority party's limited ability to advance legislation in a Republican-controlled House and the early stage of the current Congress.
