The Senate is preparing to examine on July 30 how artificial intelligence will reshape the nation's communications infrastructure at a moment when the stakes have never been higher. The hearing will explore how AI-powered networks can drive innovation and strengthen grid reliability, even as the technology's explosive power demands threaten to overwhelm existing electrical systems and spectrum availability.

Data centers are straining the grid. PJM Interconnection reported that power-hungry data centers have increased supply costs for its grid by more than 60 percent, and the grid operator failed to meet its own supply goals amid the surge in AI-driven demand. Bank of America projected that data centers alone could add roughly 125 gigawatts of U.S. electric load between 2026 and 2030. A massive U.S. heatwave in early July was simultaneously straining the power grid and water supplies while testing public support for AI data center expansion.

The Federal Communications Commission has begun laying groundwork for the spectrum needed to support next-generation wireless services. The FCC voted on July 22 to approve rules for auctioning 160 megahertz of upper C-band spectrum for next-generation terrestrial wireless services, representing 60 percent more spectrum than the minimum Congress required. That decision lays the foundation for a potential 440 megahertz super band and is tied to the One Big Beautiful Bill Act, which directed Congress to expand the spectrum pipeline.

Meanwhile, the telecommunications industry is moving fast. Nokia announced on July 15 what it described as the industry's first commercial AI-RAN platform, built on its anyRAN software and NVIDIA's Aerial AI-RAN platform. Nokia is targeting more than 100 percent spectral efficiency gains by 2028 with its AI-RAN platform. The National Telecommunications and Information Administration announced on July 14 that it was opening applications for up to $53 million in funding to accelerate the development, testing, and commercialization of secure, American-led AI-enabled Radio Access Networks, with applications closing on September 9.

The Hearing

The hearing is part of broader congressional interest in AI infrastructure. The National Telecommunications and Information Administration's Arielle Roth delivered written testimony to the House Energy and Commerce Subcommittee on Communications and Technology on July 15, addressing the need to expand spectrum and infrastructure for AI-enabled services, including unlocking more than 30 gigahertz of additional spectrum to support faster, higher-capacity satellite broadband services. The Fiber Broadband Association urged the FCC to reorient its analysis to ensure the nation's infrastructure can support the next generation of AI-enabled services.

Senator Deb Fischer (R-NE) chairs the Subcommittee on Telecommunications and Media of the Senate Commerce, Science, and Transportation Committee, which will hold the hearing on Thursday, July 30.
