Amazon has terminated its lobbying contract with Rich Feuer Anderson, according to a termination filing signed on August 24.

Rich Feuer Anderson represented Amazon continuously from 2023 through early 2026 on a focused set of regulatory and legislative issues. Tom Koonce was listed as a Partner, Alex Teel was listed as a Principal, Andrew Palmer was listed as a Partner, and Ben Harney was listed as a Partner at Rich Feuer Anderson in all of its lobbying disclosures for Amazon.com Inc. from 2023 through Q1 2025, and Justin Sok was added as a Principal in Q2 2024 and continued through Q1 2025.

Amazon.com Inc. was lobbied by Rich Feuer Anderson on legislation affecting payments systems, privacy, data security and breach notification. The SECURE Data Act, H.R. 8413, has been introduced in the 119th Congress but has not passed.

Broader Context

The Rich Feuer Anderson team brought substantial Capitol Hill experience to Amazon's account. Ben Harney served as counsel to former Rep. Carolyn B. Maloney (D-NY-12) and held positions on the House Oversight and Government Reform Committee and the House Financial Services Committee. Andrew Palmer worked with Rep. Charles J. "Chuck" Fleischmann (R-TN-3) and former Rep. Stephen Lee Fincher (R-TN-8). Alex Teel served on the House Financial Services Committee and worked with former Rep. Mick Mulvaney (R-SC-5) and former Rep. Spencer Bachus (R-AL-6). Tom Koonce worked with former Rep. Brad Miller (D-NC-13).

Justin Sok, who joined the team in the second quarter of 2024, brought experience with former Rep. Ed Whitfield (R-KY-1) and former Rep. Jo Ann Emerson (R-MO-8).

The termination comes as Amazon's cloud division reported approximately $33 billion in revenue for the third quarter of 2025 with 20.2 percent year-over-year growth. The company also benefited from a General Services Administration OneGov Agreement with Amazon Web Services announced in August 2025, which provides up to $1 billion in savings for cloud adoption, modernization, and training for federal agencies through December 31, 2028.
