Why It Matters

America PAC has directed the bulk of its recent outside spending against Democratic Senate candidates, with James Talarico (D-TX) drawing $3,772,205 in opposition spending, more than any other candidate, while Mike Rogers (R-MI) received $782,272 in support.

The group describes itself as "created to support these key values: Secure Borders, Safe Cities, Sensible Spending, Fair Justice System, Free Speech, [and] Right to Self-Protection," according to its website at theamericapac.org. America PAC is an independent expenditure-only committee, commonly known as a super PAC, which can raise unlimited sums but cannot coordinate its independent expenditures with candidates or their campaigns.

Through June 30, America PAC reported $50.33 million in receipts, $52.28 million in disbursements and $274,171 in cash on hand for the election cycle.

America PAC was founded by billionaire Elon Musk, according to the PAC's website, and Musk has been a major financial backer of the organization. Musk launched the super PAC during the 2024 election cycle as a vehicle for political spending and has continued financing it during the current election cycle. The PAC became a major outside-spending operation supporting President Donald Trump (R-FL) during the 2024 presidential election, spending approximately $108 million in independent expenditures supporting Trump's candidacy.

What It Spent

America PAC's periodic-report independent expenditure total through June 30 stands at $87,134, while more recent 24- and 48-hour independent expenditure filings bring its reported outside spending for the election cycle to roughly $16.94 million. The difference reflects the FEC's reporting structure: independent expenditure totals drawn from quarterly, monthly and semiannual reports do not include expenditures separately disclosed in 24- and 48-hour reports.

Those more recent filings provide a more current picture of America PAC's activity in the races it has targeted, with much of its spending coming in a concentrated burst of large expenditures in September.

Where the Money Went

The single largest target is Talarico's Texas Senate race, where America PAC has reported $3,772,205 in opposition spending. Sherrod Brown (D-OH) drew $1,620,486 in opposition spending, Abdul El-Sayed (D-MI) drew $1,459,712, and Joshua Turek (D-IA) drew $360,363.

On the support side, Sen. Jon Husted (R-OH) led at $788,360, followed by Rogers at $782,272 and Ken Paxton (R-TX) at $352,338. The spending shows America PAC concentrating substantial opposition expenditures against Democratic Senate candidates while simultaneously spending to support their Republican opponents and other Republican Senate candidates.

The Ad Buy

On Sept. 17, the PAC reported paying IMGE LLC $1.36 million for digital media opposing Talarico's Texas Senate bid. On Sept. 4, IMGE LLC received another $1.30 million for digital media opposing Talarico. On Sept. 14, Storytellers Group LLC was paid $1.11 million for printing and postage opposing Talarico.

IMGE LLC also received $673,378 on Sept. 17 for digital media opposing El-Sayed's Michigan Senate campaign. On Sept. 9, Connection Strategy LLC was paid $352,338 for message phone calls supporting Paxton in the Texas Senate race. On Sept. 8, Red Zone Strategic LLC received $292,173 for printing and postage supporting Husted in Ohio.
