A recent Congressional Research Service (CRS) report has laid bare a strategic vulnerability: the United States lacks a dedicated Antarctic research vessel for the first time since 1968. The gap has immediate consequences for American science and long-term implications for U.S. influence in the region.

Thwaites Glacier, a focal point for climate research, could raise global sea levels by up to 10 feet if it melts completely, yet it sits over 1,000 miles from the nearest research station and is difficult to access without proper icebreaking capability, according to the report.

Under the Antarctic Treaty, parties conducting substantial scientific research activity can participate as Consultative Parties with voting rights in Antarctic governance, and an Antarctic research vessel supports a country's right to inspect other nations' Antarctic research stations to verify treaty compliance. China has been expanding its operations in Antarctica, and the U.S. inspection capability now hinges on vessel availability.

The Big Picture

The Nathaniel B. Palmer, which the National Science Foundation leased for decades, was terminated in October 2025. No alternative Antarctic Research Fleet ship is planned for the 2026–2027 field season. The Sikuliaq and Roger Revelle are the only two ice-capable vessel in the U.S. Academic Research Fleet, but both fall short of the Palmer's capabilities.

Both vessels lack the icebreaking capability to access heavily iced sections close to the Antarctic coastline, excluding researchers from key study areas. During the 2025-2026 Antarctic field season, the National Science Foundation (NSF) reassigned some U.S. researchers impacted by the Palmer's lease termination to the two vessels.

NSF's fiscal year 2026 budget request proposed cutting polar science research funding by approximately 70 percent and ending funding for planning the Palmer's long-term replacement in an Antarctic research vessel. Yet, Congress has directed NSF to use U.S.-built vessels for Antarctic research, a requirement rooted in the Buy American Act, which imposes domestic content restrictions on federal procurement.

The estimated cost of a new Antarctic research vessel could be up to $2.2 billion, though NSF's FY2027 budget request included $900 million for the project.

The Bottom Line

The absence of a dedicated research vessel has already fractured U.S. Antarctic operations and limited access to critical climate research. Rebuilding capability requires choosing between the lengthy timeline of new construction and the cost and durability trade-offs of retrofitting used equipment, all while maintaining the domestic-build mandate. Without resolution, American scientists and policymakers will remain dependent on foreign vessels or unable to access key research zones, ceding both scientific opportunity and diplomatic influence in a region where other nations are actively consolidating their presence.
