Garamendi Faces Recile in November

John Garamendi secured his place in the November general election after capturing 54.4 percent of the vote in California's 8th Congressional District top-two primary on June 2, advancing alongside Republican challenger Rudy Recile, who finished with 27.8 percent.

The certified results from the June 2 contest show Garamendi drew 97,141 votes across a field of four candidates, with total turnout reaching 178,530. Recile received 49,588 votes to claim the second general election slot. The two will meet on the November 3 general election ballot.

Primary Results

California's top-two primary system sends the two highest vote-getters to the general election regardless of party. Four candidates competed on June 2, and the race's certified results show Garamendi and Recile as the two nominees who advanced.

Garamendi's 54.4 percent share gave him a commanding position atop the field. Recile's 27.8 percent was enough to claim the second spot. The remaining vote was divided among the other two candidates in the race, though their individual totals are not included in the nominees' record.

The race record identifies Garamendi as the incumbent in the district.

Campaign Finance

Combined fundraising across all candidates in the race reached $560,523 as of Aug. 19, according to available campaign finance data.

Outside spending in the race has been negligible. The only independent expenditure recorded through Aug. 20 is a $10 website endorsement filed by Sierra Club Independent Action, a super PAC, in support of Garamendi. The transaction was dated March 19, and classified as a primary-cycle expenditure. No independent expenditures opposing any candidate have been recorded.

No general election independent expenditure filings or notices have been recorded for this race. Sierra Club Independent Action is the only outside committee to have made any filing in the district this cycle.

Race Ratings

Three major handicappers (the Cook Political Report, Sabato's Crystal Ball, and Inside Elections) each rate the California 8th as "Solid Democratic," as of ratings dated between Aug. 6 and Aug. 13. A consensus rating drawn from those three sources, updated Aug. 17, carries the same label.

The "Solid Democratic" designation reflects the most confident tier of partisan lean in each outlet's rating scale, indicating the race is not considered competitive by any of the three forecasters.

Prediction Markets

On Kalshi, as of Aug. 20, the market assigned a 93.8 percent probability to a Democratic win in the district and a 6.2 percent probability to a Republican win. The market had recorded a volume of 307 contracts.

General Election Outlook

The California 8th heads into November with Garamendi holding a wide primary margin, a "Solid Democratic" consensus rating from all three major forecasters, and a Kalshi market probability of 93.8 percent favoring a Democratic outcome as of Aug. 20. Outside spending in the race remains at $10 through the same date, with no general election independent expenditure activity recorded. The two-candidate general election ballot is set for Nov. 3.
