Why It Matters
CHC BOLD PAC has reported spending more than $2 million this cycle to support four Democratic House candidates and oppose two Republicans, with its largest single target being Republican Greg Cunningham in New Mexico's 2nd District.
The committee, which is the campaign arm of the Congressional Hispanic Caucus, says it works to increase Latino representation in Congress and elect Democrats. It is registered with the Federal Election Commission as a qualified, unauthorized PAC and is affiliated with Elect Diverse Democrats PAC. Through Aug. 31, it reported $11.81 million in receipts, $9.44 million in disbursements, and $4.19 million in cash on hand.
What It Spent
The committee's periodic reports through Aug. 31 show $1.33 million in independent expenditures. Additional independent-expenditure reports filed in September bring its reported cycle spending on the six candidates to approximately $2.47 million.
Separate from its independent expenditures, the committee reported $1.28 million in contributions to other political committees through Aug. 31. Its filings also show $2.7 million in transfers received from affiliated committees.
Where the Money Went
Greg Cunningham, a Republican running in New Mexico's 2nd U.S. House District, drew $655,233 in opposition spending from CHC BOLD PAC, the most of any candidate. Tano Tijerina, a Republican running in Texas's 28th District, was the committee's other opposition target, drawing $491,821.
On the support side, Denise Powell, a Democrat running in Nebraska's 2nd District, drew about $577,138 in reported spending from CHC BOLD PAC, followed by Marlene Galan-Woods, a Democrat running in Arizona's 1st District, at about $300,046. Rep. Sylvia Garcia (D-TX) drew $243,648 in support in Texas's 29th District, while Rep. Adriano Espaillat (D-NY) drew $206,549 in New York's 13th District.
Who Funds It
Capital One Financial Corp., Associated Political Fund, and Robinhood Markets, Inc. PAC each contributed $25,000. A group of PACs each contributed $20,000, including Abbott Laboratories Employee Political Action Committee, AbbVie Political Action Committee, Aflac Political Action Committee, Allstate Insurance Company PAC, Amazon.com Services LLC Separate Segregated Fund and America's Credit Unions PAC, along with the Air Line Pilots Association PAC.
Those donors include PACs associated with companies and organizations in finance, insurance, pharmaceuticals, technology, credit unions, and organized labor.
The Ad Buy
A $639,971 estimated television ad buy was placed with Sage Media Planning on Sept. 16 opposing Cunningham in New Mexico's 2nd District, where CHC BOLD PAC has reported $655,233 in total opposition spending. Sage Media Planning also handled a $478,130 estimated television buy on Sept. 11 opposing Tijerina in Texas's 28th District, where the committee has reported $491,821 in opposition spending.
Viewpoint Media LLC received $250,000 on April 3 for an estimated digital ad buy supporting Powell in Nebraska's 2nd District, where CHC BOLD PAC has reported about $577,138 in support. The day before, Sage Media Planning received $249,699 for an estimated television buy supporting Powell. Sisneros Strategies LLC received $204,359 on Jan. 20 for direct mail supporting Garcia in Texas's 29th District, where CHC BOLD PAC has reported $243,648 in support.
Other Spenders in the Same Races
The PAC was one of several outside groups spending in the races where it was active. In Nebraska's 2nd District, where BOLD PAC reported about $577,138 supporting Powell, Fight for Nebraska PAC reported about $1.35 million supporting her. In New York's 13th District, where BOLD PAC reported $206,549 supporting Espaillat, Latino Victory Fund reported more than $700,000 supporting him, and Project 218 reported $600,000.
In Arizona's 1st District, where BOLD PAC reported about $300,046 supporting Galan-Woods, Pro-Choice Majority Action reported $600,000 supporting her. Other outside groups also spent in the New Mexico and Texas races, where BOLD PAC opposed Cunningham and Tijerina.
