Why It Matters
The Army’s Long-Range Hypersonic Weapon, known as Dark Eagle, is intended to give combatant commanders a ground-launched capability to strike time-sensitive and heavily defended targets at long range.
A July Government Accountability Office assessment found that production problems, earlier flight-test issues and funding delays have pushed the program behind its original fielding schedule, highlighting challenges as the Army works to turn the weapon into an operational capability. GAO reported that the first battery, including missiles, would not be fielded until at least the second quarter of fiscal 2026, more than two years later than the Army’s initial goal.
Dark Eagle is particularly relevant to U.S. strategy in the Indo-Pacific. The Army has deployed the system to exercises in the region, including Australia and the Western Pacific, as the service develops long-range precision fires intended to penetrate heavily defended environments. The system is a ground-launched hypersonic missile with a reported range of 1,725 miles, designed to strike high-value and time-sensitive targets in contested environments. The Army and Navy share the same missile, with the Navy developing its version under the Conventional Prompt Strike program.
The Big Picture
The GAO’s July Weapon Systems Annual Assessment documented continued production and schedule challenges for Dark Eagle. GAO found that problems discovered during earlier flight tests created a production bottleneck because the Army and Navy paused production until the missile was successfully tested. The contractor also continued experiencing problems at its facility, leading the program to work with a third-party consultant to identify challenges and recommend ways to increase missile production.
The Army and Navy conducted a successful end-to-end flight test of their common hypersonic missile in June 2024. Another successful launch occurred March 26 from Cape Canaveral Space Force Station in Florida, providing additional data as the services continue development and fielding of the common missile.
GAO reported that the first Dark Eagle battery would not be fielded with missiles until at least the second quarter of fiscal 2026. That is more than two years later than the Army’s original goal and nine months later than GAO projected in its previous assessment. The Army has resolved previously identified launcher and missile quality problems, but production constraints continue to affect the program.
The Army is also working to field two additional Dark Eagle batteries through a Middle Tier of Acquisition rapid-fielding effort. GAO reported that the second battery includes a missile with minor modifications and that production problems delayed testing of that variant. The third battery could also face delays because of funding disruptions associated with continuing resolutions.
Funding instability has already affected the program’s schedule. Continuing resolutions delayed contracting actions associated with the third battery, illustrating how temporary appropriations can disrupt acquisition schedules for weapons programs already facing production constraints.
The Army has nevertheless continued moving Dark Eagle toward operational use. The service deployed the system to Australia during Exercise Talisman Sabre in July 2025, and Dark Eagle was deployed again during Valiant Shield in the Western Pacific in June. The latter exercise placed the system within operational range of parts of China and demonstrated its potential role in U.S. Indo-Pacific operations.
The Army also awarded a $2.7 billion production contract March 31 supporting Dark Eagle and the Navy’s related hypersonic program. The Army said the contract supported an accelerated fielding schedule and combined research, development and production activities associated with the common missile.
Congress has expressed concern about the cost of hypersonic missiles, operational testing requirements, production capacity and the size of the missile stockpile needed to support the system. GAO’s broader assessment found persistent schedule problems across Defense Department acquisition programs and warned that programs entering rapid acquisition pathways with immature technologies can struggle to meet intended delivery schedules.
The Bottom Line
Dark Eagle has moved beyond its earlier flight-test problems, but production and acquisition challenges continue to affect how quickly the Army can field missiles and additional batteries. GAO found that the first battery’s fielding slipped by more than two years from the Army’s original target, while contractor production problems and continuing-resolution funding delays could affect subsequent batteries.
At the same time, the Army is increasingly demonstrating Dark Eagle’s potential role in the Indo-Pacific through deployments to major exercises. Congress will continue to face decisions involving production capacity, procurement pace, operational testing, missile inventory and costs as the Army seeks to turn the delayed developmental program into a routinely deployable long-range strike capability.
