Why It Matters
Enough Promises Ohio, a newly registered super PAC, has reported spending approximately $1.58 million to support independent Ohio Senate candidate Greg Levy and oppose former Sen. Sherrod Brown, the Democratic nominee. The committee's spending is concentrated entirely in the Ohio U.S. Senate special election.
The Associated Press has traced the PAC's mail vendor to a Republican consulting operation associated with President Donald Trump's MAGA Inc. super PAC. On Oct. 12, they also reported that mailers promoting Levy carried messages such as "Join the Revolution" and "Send a Worker to the Senate." Levy condemned the mailers, saying they falsely impersonated his campaign and misled voters, and said he was considering legal action.
The group's website identifies the committee but provides little public information about its leadership, activities, or funding. As a super PAC, it may accept unlimited contributions but cannot coordinate its independent expenditures with candidates or their campaigns.
What It Spent
Enough Promises Ohio's reported expenditures supporting Levy while opposing Brown in the same Senate race. The supplied records attribute approximately $1.06 million to supporting Levy and $519,000 to opposing Brown. The amount supporting Levy is roughly twice the amount directly opposing Brown.
The Ad Buy
The supplied records attribute approximately $828,000 in printing and postage expenditures to Seven Farms and $753,000 in advertising placement and production expenditures to Outbound Messaging LLC.
On Oct. 16, Outbound Messaging LLC reportedly received two $376,500 payments, one supporting Levy and the other opposing Brown. Together, those expenditures totaled $753,000, nearly half of the committee's reported $1.58 million total.
Seven Farms handled earlier mail expenditures, including approximately $199,000 for printing and postage supporting Levy on Oct. 5; approximately $181,000 for printing and postage supporting Levy on Oct. 8; approximately $199,000 supporting Levy and $17,000 opposing Brown on Oct. 13; and approximately $108,000 supporting Levy and $108,000 opposing Brown on Oct. 15. The four listed Seven Farms expenditures supporting Levy total approximately $687,000, while the two listed opposition expenditures total $125,000.
The Associated Press independently documented more than $397,000 in earlier Seven Farms expenditures for mail services supporting Levy or opposing Brown. The later transactions require reconciliation against original and amended FEC notices.
Other Spenders in the Same Races
Other political committees have spent substantially more in the Ohio Senate contest. According to the supplied figures, SLF PAC has spent approximately $68.01 million opposing Brown and $1.71 million supporting Husted. Defend American Jobs has reportedly spent $33.78 million supporting Husted and $12.89 million opposing Brown.
WinSenate has reportedly spent $42.62 million opposing Husted and $53,000 supporting Brown. Enough Promises Ohio's reported $1.58 million is considerably smaller than the expenditures attributed to those organizations. Unlike those committees, however, Enough Promises Ohio has directed much of its spending toward promoting Levy, an independent candidate rather than either major-party nominee.
