From Office to Committee

Jonathan Kupperman has joined the House Energy and Commerce Committee as a Professional Staff Member, beginning his position on January 1, 2026. Kupperman works under Rep. Brett Guthrie (R-KY-2) and focuses on health and immigration policy areas within the committee. His most recent role before joining the House committee staffing changes was as Deputy Chief of Staff and Legislative Director to Rep. Jodey C. Arrington (R-TX-19) from December 2025 to January 2026. Prior to that, he served as Legislative Director to Arrington from April 2025 to December 2025, and as Health Policy Adviser to the same member from December 2024 to April 2025. The move represents the latest shift in congressional staff movement within the House Energy and Commerce Committee, where Kupperman brings nearly a decade of legislative experience across multiple congressional offices.

Kupperman holds a Bachelor's degree in communication from the University of Massachusetts Amherst, which he completed between 2012 and 2016. Since entering Congress, he has accumulated almost 9 years of congressional service across five personal offices and one committee position. He previously served as Legislative Director to Rep. Michelle Steel (R-CA-45) from March 2024 to December 2024. Before that position, he was a Senior Legislative Assistant to Steel from November 2021 to March 2024, and a Legislative Assistant to her from January 2021 to November 2021.

His early congressional career included work with Rep. Duncan Hunter (R-CA-50), where he held multiple positions. He served as Legislative Assistant from August 2018 to August 2019, as Staff Assistant and Legislative Correspondent from October 2017 to August 2018, and as Staff Assistant from May 2017 to October 2017. Kupperman also completed internships with Rep. Steve Stivers (R-OH-15) from August 2016 to April 2017 and with Rep. Devin Nunes (R-CA-22) from May 2016 to July 2016.

As a House Energy and Commerce Committee staff member, Kupperman's primary focus areas are health and immigration policy. His appointment comes at a time when the committee has been active on health-related legislation and oversight.

The House Energy and Commerce Committee has held multiple hearings relevant to Kupperman's health policy portfolio in recent months. The committee held a hearing on "Lowering Health Care Costs For All Americans: Examining Policies To Increase Health Care Transparency" on June 10, 2026, which considered H.R. 5582 and H.R. 9117. Prior to that, on May 20, 2026, the committee examined "The Medicare Physician Fee Schedule, MACRA, And Opportunities For Payment Reforms." The committee also held a hearing on April 29, 2026 regarding "Healthier America: Legislative Proposals On The Regulation And Oversight Of Food," and examined the Fiscal Year 2027 Department Of Health And Human Services Budget on April 21, 2026, where HHS Secretary Robert F. Kennedy Jr. testified.
