Why It Matters
The Marine Corps wants to remake its ground forces for a fight in contested littoral waters, and the technology bet underneath that plan will land in front of Congress. A Congressional Research Service (CRS) report released Tuesday, July 28, maps the scope of the effort and the question lawmakers cannot avoid: whether the Marines can deliver the vision before the technologies it depends on mature.
The Big Picture
The Marine Corps announced Force Design 2030, now known simply as Force Design, in March 2020, framing the 10-year effort around U.S. strategic competition with China and Russia. In June 2026, the service released Ground Combat Element (GCE) 2040, the roadmap for the next phase. Units have already been reorganized, and capabilities the Marines say no longer serve the expeditionary mission have been divested.
The Marine Littoral Regiment (MLR) sits at the center of the redesign, built for persistent reconnaissance, sea denial, and joint kill-web integration inside contested littorals. But the regiments do not replace the ground combat element's enduring requirement to seize, hold, and defend key terrain, and the Marines say the GCE will keep balancing the two.
Five pillars guide the transformation: human-centered warfighting, lethality, endurance, decision advantage, and modularity. Together they emphasize the individual Marine, effects across all domains, resilient logistics and signature management, AI and autonomous systems to speed decision-making, and scalable formations built around the Marine Air-Ground Task Force.
The timeline is aggressive. Through 2030, the Marines refine existing modernization work and answer the immediate drone threat. From 2031 to 2035, they invest in AI and autonomous systems, with uncrewed formations and layered counter-uncrewed aerial systems capabilities becoming critical. By 2040, the service envisions AI-enabled command and control, widespread human-machine teaming, and dispersed formations that can absorb a peer adversary's fire.
CRS identifies no legislation governing GCE 2040, leaving Congress to work through oversight, authorization, and appropriations. New military occupational specialty fields in air defense, cyber, robotics, and electronic warfare could force a change in Marine Corps or Navy end-strength. The initiative reshapes existing infantry units, and moving the redesigned formations may demand more amphibious ships and transport aircraft than the fleet currently has.

The question now is which of the technologies the vision rests on are immature enough to be at risk, and what happens if they do not arrive by 2040. Lawmakers can fund the transformation, slow it, or make the Marines defend the schedule, but the decision comes due before the technology does, and each authorization cycle between now and 2030 locks in commitments that are hard to unwind.
