Why It Matters

The Outdoor Industry Association (OIA) filed a registration amendment Sept. 10 listing Adam Pugh as its sole lobbyist, after signing a second-quarter termination filing Aug. 5. The registration covers three issue areas: trade, natural resources, and tariff bills. OIA has also used outside firms, including Sorini Strategic Advisors LLC, which filed a second-quarter report for OIA.

By the Numbers

The registration amendment reports a filing amount of $0, lists no legislation, and leaves the specific issues section blank. An aggregate of records for OIA shows five records totaling $173,000. The amendment names one lobbyist: Adam Pugh, senior director of advocacy and government affairs.

Broader Context

OIA has a record of lobbying on trade agreements, apparel and footwear tariffs, the miscellaneous tariff bill process, conservation funding and public lands access. In March, Sen. Jeanne Shaheen (D-NH) highlighted a Bureau of Economic Analysis report showing outdoor recreation produced $1.3 trillion in total economic output in 2024.

In June, House Natural Resources Committee Chairman Bruce Westerman (R-AR) and Ranking Member Jared Huffman (D-CA) introduced the bipartisan Great American Outdoors Act 250, which would invest $1.9 billion annually over five years in national parks, public lands and Bureau of Indian Education facilities. OIA is listed among the bill's supporting organizations.

Between The Lines

A July 15 Senate Public Lands, Forests and Mining Subcommittee hearing addressed a package of public lands and permitting bills, including S. 1791, the Gunnison Outdoor Resources Protection Act. S.Res. 798, sponsored by Sen. Steve Daines (R-MT), designated June as "Great Outdoors Month" and was agreed to by the Senate.

Sorini Strategic Advisors LLC continued filing on OIA's behalf through the second quarter, with lobbyists Ron Sorini, Mattie Amagai, Megan Costello, and Jackson House listed on those reports. ACG Advocacy LLC, which also lobbied for OIA, filed a termination for the fourth quarter of 2025, signed April 9, listing Sean Byrne as the firm's lobbyist.

The Bottom Line

OIA's registration amendment, signed Sept. 10, lists Pugh as its sole in-house lobbyist for trade, tariff bills, and natural resources, while the organization has also used outside lobbying firms.
