Security Is Strength PAC, a South Carolina-focused conservative super PAC, has spent millions in the state's U.S. Senate race, first supporting the late Sen. Lindsey Graham (R-SC) and more recently backing his sister, Sen. Darline Graham (R-SC), while opposing Rep. Ralph Norman (R-SC) and Democrat Annie Andrews. The group describes its mission as promoting a strong national defense, conservative judicial philosophy and traditional American values.

What It Spent

Security Is Strength PAC reported $7.13 million in receipts and $7.44 million in disbursements through Aug. 5, leaving $419,178.51 in cash on hand. The FEC financial summary lists $6.39 million in independent expenditures over that period.

Before Lindsey Graham's death, Security Is Strength PAC reported spending supporting his Senate campaign through digital advertising, text messaging, and other communications. The PAC later announced a $900,000 campaign supporting Darline Graham and subsequently reported additional independent expenditures supporting her. Later filings also show spending to oppose Norman in the Republican primary and Andrews in the general election.

Who Funds It

The PAC's major disclosed donors include the Lawrence J. Ellison Revocable Trust, which gave $1 million, Startline LLC, which contributed $300,000, Altria Client Services LLC, which gave $250,000, and RAI Services Company, which contributed $200,000. American Jobs and Security also contributed to the PAC. The PAC also received $144,361.59 from other political committees through Aug. 5.

The Ad Buy

On March 27, 2025, the PAC spent $36,500 on text messaging, $18,000 on digital advertising, and $4,300 on email advertising supporting Lindsey Graham. Four days later, the committee spent $205,000 on digital advertising supporting him. Spending continued later that year, including $29,658.06 for digital advertising on Sept. 15 and $26,025.80 for text messaging on Sept. 26.

After Lindsey Graham's death, the PAC redirected its efforts toward Darline Graham's campaign. The group announced a $900,000 statewide media campaign supporting her, including television, direct mail, text messaging, and digital advertising, and later reported additional spending in the Senate contest.

Other Spenders in the Same Race

Security Is Strength was one of several super PACs active in South Carolina's Senate contests. MAGA Inc. reported nearly $830,000 supporting Darline Graham during the Republican runoff, while other outside groups also spent in the race.
