The Space Force is seeking $71.3 billion for fiscal year 2027, more than double the $31.9 billion enacted for fiscal year 2026, according to a new Congressional Research Service report published August 10.

The Trump administration opposed a House provision requiring an independent cost assessment and congressional certification before the program moves to full-rate production, arguing the oversight would delay delivery.

The Big Picture

In April, the Space Force published Future Operating Environment 2040 and Objective Force 2040. Space personnel, called Guardians, will grow by 2,800 military members, a 27 percent increase, reaching an end-strength of 13,200 by fiscal year 2027. Officials are reportedly considering doubling the force's size over the next decade.

The budget request breaks down into $59.2 billion in discretionary funding from regular appropriations and $12.1 billion in mandatory funding anticipated from a reconciliation bill. Within that total, procurement gets $9.6 billion, operations and maintenance receives $9.3 billion, and military personnel accounts for $1.9 billion. Between January and July 2026, the Space Force also reorganized its acquisition structure under the Pentagon's Acquisition Transformation Strategy.

The Space Force is transitioning from the Space-Based Infrared System to the Next Generation Overhead Persistent Infrared (OPIR) system, which comprises satellites in geosynchronous and polar or highly elliptical orbits plus supporting ground infrastructure. Separately, it is also developing Resilient Missile Warning and Missile Tracking satellites for low-Earth orbit and medium-Earth orbit, the latter operating at approximately 1,200 to 22,000 miles altitude. Existing law prohibits any pause, cancellation, or termination of the OPIR programs.

The Space Force is developing space-based interceptors as part of the Golden Dome initiative. It is also developing proliferated constellations, which are large networks of small satellites in low Earth orbit, that would route data through space to enable the PWSA and Golden Dome for America. Budget documents for fiscal year 2027 detail related programs within the Space Force, a dedicated Golden Dome Fund, the Missile Defense Agency, and other military departments.
