What's Being Marked Up

Six of the seven bills were introduced on June 29. The End Tax Penalties on American Hostages Act eliminates IRS tax penalties accrued while Americans are held hostage abroad. The Tax Relief for Fraud Victims Act provides tax relief to victims of financial fraud. The Taxpayer Advocate Participation Act enhances the role of the IRS Taxpayer Advocate.

The AI Tax Integrity Act of 2026 directs the Comptroller General to report on artificial intelligence's potential to help the IRS detect tax fraud, reflecting broader congressional interest in how AI can strengthen enforcement. The Tax Exempt Hospital Transparency Act amends the Internal Revenue Code to impose additional reporting requirements on tax-exempt hospital organizations.

Congressional interest in whether nonprofit hospitals are delivering sufficient charity care to justify their tax-exempt status has been active for several years. The IRS has been actively expanding its use of artificial intelligence and data analytics in enforcement, providing context for the legislative push on AI's tax compliance applications.

Committee Leadership

Rep. Jason Smith of Missouri chairs the House Ways and Means Committee. Rep. Richard Neal of Massachusetts serves as ranking member. Rep. Max Miller of Ohio, who introduced the Tax Relief for Fraud Victims Act, is a committee member.

The committee is also separately handling H.R. 9495, the Stop Terror-Financing and Tax Penalties on American Hostages Act, which was marked up during the same period.
