Why It Matters
A confirmation vote on the nomination of Hal Duncan to lead the Office of Management and Budget (OMB), alongside appointments to lead the Federal Emergency Management Agency (FEMA) and manage the Department of Homeland Security (DHS), will signal how aggressively the Republican-controlled chamber intends to move on Trump's executive team. The Senate Homeland Security and Governmental Affairs Committee will convene on July 22 to consider the nominations.
Cameron Hamilton, who was fired from FEMA less than a year ago, returns for another shot at leading the agency. Brian Cavanaugh, a veteran national security official, is being considered for a senior management role at DHS.
The Big Picture
Beyond Duncan and the high-profile FEMA and DHS roles, the committee will consider nominees for Archivist of the United States, Special Counsel of the Office of Special Counsel, Postal Service governors, Merit Systems Protection Board chairman, and Federal Labor Relations Authority general counsel, along with judges for D.C. courts.
Cameron Hamilton's return to the spotlight carries particular weight. He served as FEMA's acting administrator from January to May 2025 before being fired on May 8, 2025. President Trump announced plans to nominate him again in April 2026, and Hamilton had a confirmation hearing before the committee on June 17, 2026. He remains the only nominee on the docket who has already served in the position he is now being nominated for.
Hal Duncan, currently serving as Associate Director at OMB, had a separate confirmation hearing before the Senate Budget Committee on June 16.
Brian Cavanaugh, a former senior OMB official and National Security Council staffer, was formally nominated by Trump in April. National Review characterized him as possessing "deep homeland and national security experience" in senior roles.
Bradford P. Wilson, nominated to be Archivist of the United States, will replace Colleen Joy Shogan. Wilson is currently a Senior Research Fellow at Utah Valley University and was formerly the long-time Executive Director of the James Madison Program at Princeton University. The Society of American Archivists has raised concerns about whether his nomination meets the statutory standard requiring the Archivist be appointed without regard to political affiliations.
Meeting Details
Committee Chair Rand Paul will oversee votes on the Hal Duncan OMB nomination for Deputy Director and separate nominations to critical positions across the federal government. Gary Peters Sr., the committee's ranking Democrat, will be present for the proceedings.
