The Big Picture

Boyce was born in 1949 in Brawley, California, graduated from the University of Notre Dame in 1971, and was commissioned as a Marine Corps second lieutenant, later deploying to Turkey, Somalia, and posts across the U.S. After his military career, Boyce chaired the Cobb County Board of Commissioners from 2017 to 2020 and was instrumental in establishing the Marietta VA clinic, which opened in 2019.

The bill was referred to the House Committee on Veterans' Affairs and its Subcommittee on Health before Rep. Mike Bost (R-IL) moved to suspend the rules and bring it to the floor, where it passed after 40 minutes of debate and 13 members not voting. The vote came on the same House floor day as a far more contentious fight over the Take Care of America's Veterans Act, a sweeping benefits package whose motion to recommit failed 210-211, underscoring the contrast between routine commemorative measures and Congress's larger veterans policy disputes.

The Bottom Line

The unanimous vote says more about consensus on honoring individual veterans than about Congress's broader veterans policy fights, which remain far more divided. For Boyce's family and the Cobb County community he served, the clinic's new name is likely to matter more than the procedural path that got it there.

The bill moves to the Senate for consideration. If it passes there without changes, it goes to the president's desk for signature, formally completing the renaming of the Marietta clinic.
