Why It Matters

The Army's next-generation infantry fighting vehicle faces an uncertain path after leadership delayed a critical milestone decision in February, leaving the $1.6 billion program in limbo. A new Congressional Research Service report on the XM-30 mechanized infantry combat vehicle reveals how the service is reassessing its approach to a platform designed to replace the M-2 Bradley, which has been in service since 1981.

The Big Picture

The XM-30 represents the Army's third attempt at replacing the Bradley. Two prior efforts, the Future Combat System Program and the Ground Combat Vehicle Program, were cancelled for programmatic and cost-related reasons. This time, the service is pursuing a Middle Tier Acquisition Rapid Prototyping (MTA-RP) approach using state-of-the-art digital engineering tools and a modular, open systems architecture based on Army-defined standards.

The program unfolded across five phases starting with market research and requirement development, moving through concept design, detailed design, prototype build and testing, and ultimately production and fielding.

The platform itself is designed as optionally manned, capable of operating with or without a crew. The Army is requesting $547 million in procurement funding for 19 prototype vehicles for evaluation, with award decisions based on contractor performance during the MTA-RP phase and testing and operational evaluations.

Rheinmetall delivered its first prototype, known as the Lynx, on September 1, 2026, and GDLS delivered its first prototype, the Wolf, at the end of August 2026. Both are slated for Fort Hood operational testing scheduled for fall 2026. The 1st Cavalry Division at Fort Hood is to receive two platoons of the XM-30 and one platoon of M1E3 Abrams tanks by year-end, with soldiers conducting 'shooting, moving and communicating' at the National Training Center at Fort Irwin, California, through March 2027.

With prototypes now in hand and testing underway, the Trump administration and Congress together face a decision on whether to continue funding the program as currently structured or allow the Army to pursue the major reworking leadership has signaled. How the service resolves its design strategy will determine whether the XM-30 reaches production or becomes another casualty of competing visions for ground combat vehicles.
