The House Judiciary Committee is preparing to advance a sprawling legislative agenda that touches everything from child protection to congressional security to federal court operations. The markup hearing scheduled for July 15 will determine which bills move forward, reshaping policy across multiple domains at a critical moment for the 119th Congress.
The seven bills under consideration reflect competing legislative priorities. Some address longstanding structural issues, like expanding background checks for contractors working with vulnerable populations. Others are more recent initiatives born from executive branch directives, including legislation that stems from President Trump's February order on gender-affirming care policies. Still others tackle narrower jurisdictional questions about where federal courts can operate.
Congressional Hearing Schedule and Legislative Scope
The agenda includes legislation related to congressional document protections, child safety protocols, federal court access, cloud storage security, and other issues within the committee’s jurisdiction.
The bills range from targeted policy changes to broader legislative proposals. H.R. 9098 would protect written materials, wire communications, and electronic communications prepared by or shared with Members of Congress in their official duties, including electronic devices.
H.R. 3100 would amend the National Child Protection Act of 1993 to allow background checks for contractors and licensees working with vulnerable populations. H.R. 625 would add El Centro, California, to the list of locations where federal court proceedings may be held in the Southern District of California.
The committee will also consider H.R. 7651, The Chloe Cole Act of 2026, which was transmitted to Congress by the Department of Justice following President Trump's Executive Order 14187. Additionally, the markup includes H.R. 9191, The National Fossil Act, which was introduced on June 8 and referred to the House Judiciary Committee the same day. The agenda also covers H. Res. 1394, which would condemn prosecution policies that give preferential treatment to foreign nationals over United States citizens, and H.R. 9191, The Safe Cloud Storage Act.
