Hays Turner has been promoted to Scheduler in the office of Rep. John McGuire (R-VA-5), stepping up from the Staff Assistant role he had held since May 2025. Turner, a High Point University graduate with a bachelor's degree in political science and government, has spent his entire congressional career in McGuire's office. The move keeps him in the same Virginia Republican orbit but marks his first step into a more senior operational role managing the congressman's schedule.
McGuire's Portfolio
McGuire sits on the House Armed Services Committee and the House Oversight and Government Reform Committee, giving his office a footprint across defense, government accountability, and military affairs. His subcommittee assignments include the Tactical Air and Land Forces Subcommittee, the Cyber, Information Technologies and Innovation Subcommittee, and the Oversight panel's Cybersecurity, Information Technology, and Government Innovation Subcommittee.
On the legislative front, two of McGuire's bills have cleared the House this Congress. The Wintergreen Emergency Egress Act, which would direct the Interior Department to issue a right-of-way through the Blue Ridge Parkway for an emergency exit in Nelson County, Virginia, passed the House in March 2026 and has been referred to the Senate Committee on Energy and Natural Resources. The Make the District of Columbia Safe and Beautiful Act also passed the House in March 2026 and is now before the Senate.
Other bills in McGuire's portfolio include the Uranium for Energy Independence Act of 2025, which would add uranium to the federal critical minerals list, and the VA Data Transparency and Trust Act, which would require the Department of Veterans Affairs to submit detailed annual reports to Congress on health and benefits data. The latter has advanced to subcommittee hearings in the Veterans' Affairs Committee.
Committee Activity
The Armed Services Committee, where McGuire serves on two subcommittees, has been active on defense posture and emerging technology. A hearing on small unmanned aircraft systems was held by the Tactical Air and Land Forces Subcommittee in May 2025, and the Strategic Forces Subcommittee held a fiscal year 2027 strategic forces posture hearing in March 2026. On the Oversight side, the committee held a fraud prevention legislation hearing in April 2026.
