What Critics Say

The Revolving Door Project characterized Duncan as "Vought's lackey," arguing he would disregard Congress as a coequal branch of government and expand political influence over federal grant-making.

“As OMB Deputy Director, Hal Duncan will serve as the mini-me for this administration’s primary villain, Russell Vought,” said RDP Executive Director Jeff Hauser. “Duncan’s testimony mirrored Vought’s utter contempt for both Congress as a constitutional partner and the civil servants that make up the federal government.”

Congressional Attention

The nomination has drawn attention from lawmakers in both parties. Sen. Chuck Grassley (R-IA) issued a press release on June 16 questioning Duncan about advancing Iowa wind projects and implementation of the 45Z tax credit. Sen. Patty Murray (D-WA) also issued a press release on June 16 addressing the nomination.
