Why it Matters

The House Energy and Commerce Committee's Subcommittee on Energy is set to mark up eight pieces of legislation on June 24, covering a range of issue areas that have drawn sustained lobbying attention from media and gaming industry players. The E&C Markup comes as industries with significant stakes in the committee's jurisdiction have been spending heavily to shape outcomes on Capitol Hill.

What the Subcommittee Is Taking Up

The markup spans issue areas including civil rights and civil liberties, defense, and space, science, technology, and communications. The 32-member subcommittee will convene with Bob Latta chairing the session, Randy Weber Sr. serving as Vice Chair, and Kathy Castor as Ranking Member.

Industry Interest

The lobbying trail into this Energy Commerce Committee markup points to two industries with active presences before the panel.

Fox Corp. reported $1,490,000 in Fourth Quarter 2025 lobbying expenditures, $1,090,000 in Third Quarter 2025, $1,330,000 in Second Quarter 2025, and $1,180,000 in First Quarter 2026, all conducted in-house. The company's lobbying portfolio spans copyright and content carriage, retransmission consent, online privacy, spectrum, media ownership, streaming, advertising, Section 230, and antitrust, among other issues. Fox Corp. has specifically lobbied on the Children and Teens' Online Privacy Protection Act in the fourth quarter of 2025, and on the Stop Sports Blackouts Act in the Second Quarter of 2025.

The American Gaming Association reported $730,000 in First Quarter 2026 lobbying expenditures and $610,000 in Fourth Quarter 2025, also conducted in-house. The association has lobbied on several bills referred directly to the House Energy and Commerce Committee, including the Gambling Addiction Recovery, Investment, and Treatment Act, the PROTECT Student Athletes Act, and the SAFE Bet Act of 2025.

A Key Subcommittee Member

Mariannette Miller-Meeks, a Republican from Iowa's 1st Congressional District, sits on both the full Energy and Commerce Committee and the Energy Subcommittee conducting this markup. She has introduced 45 bills and cosponsored 231 bills during her congressional tenure. Her 2024 reelection was decided by fewer than 800 votes, with more than $13 million in outside spending in the race, making her one of the more closely watched members on the panel heading into the markup.
