From Special Assistant to Legislative Aide

Marcus Nowling has been promoted to Legislative Aide for Rep. Shontel M. Brown, the Democrat representing Ohio's 11th congressional district, effective July 1. The promotion marks his advancement within Brown's personal office, following his service as Operations Assistant and Legislative Correspondent since February 2025.

Nowling brings over three years of congressional experience to the role. He previously worked as a Special Assistant for Sen. Sherrod Brown (D-OH) from June 2023 to January 2025, followed by a brief stint with the Senate Resolution and Reorganization Reserve. His work has spanned emergency management, energy policy, environmental protection, and public lands and natural resources.

Office He Works In

Rep. Brown is a member of both the House Agriculture Committee and House Oversight and Government Reform Committee. She serves as Ranking Member of the Oversight and Government Reform Committee's Cybersecurity, Information Technology and Government Innovation Subcommittee.

Nowling's policy portfolio aligns with Brown's legislative priorities. The representative has recently sponsored two lead remediation bills. The REPLACE Act, introduced July 22, broadens the Environmental Protection Agency's lead service line replacement program to include galvanized pipes that were ever connected downstream of lead lines and prioritizes funding for jurisdictions with elevated childhood lead exposure and older housing stock built before 1978. The GET THE LEAD OUT Act of 2026, also introduced July 22, requires jurisdictions to assess and report lead hazards in their communities and mandates that property sellers and renters disclose lead-based pipe hazards to buyers with a 10-day inspection period.

Recent Legislative Activity

Beyond the lead remediation bills, Rep. Brown has sponsored additional legislation addressing environmental and community concerns. The Neighborhood Tree Act of 2026 creates a federal funding program to help states, Indian tribes, and local communities plant and maintain trees in neighborhoods, with priority for low-income areas and formerly redlined neighborhoods. The Organic Imports Verification Act requires the Secretary of Agriculture to establish a system to test imported organic animal feed shipments for pesticide and chemical residues and to submit annual reports to Congress on the testing results.

Brown also sponsored the Feeding Families Not Fear Act of 2026, which proposes to rescind increased appropriations for Immigration and Customs Enforcement. In February 2026, she vowed to use every legislative tool available to dismantle ICE and stated she would not vote to approve giving the agency any additional funding.
