That inaction stands in sharp contrast to government-wide performance: 77 percent of recommendations issued five years earlier had been implemented across federal agencies by January 2026.

Without swift action, the agency will continue to carry a backlog of 46 open recommendations across all priority levels, leaving critical gaps in cybersecurity risk assessment, contracting oversight, and program cost monitoring unfixed.
