A Congressional Research Service (CRS) report on the Patriot air and missile defense system reveals deepening tensions between global demand and U.S. production capacity, creating policy challenges for Congress and the Trump administration. The system, which has been in development since the 1960s and first saw combat in January 1991 when it successfully intercepted an Iraqi SCUD missile, now faces a supply crunch that threatens both domestic military readiness and allied commitments. Foreign military sales of Patriot systems are creating significant delivery delays of four to five years in some cases, prompting allied nations to seek alternatives. Meanwhile, congressional concerns center on interceptor inventory depletion due to transfers to Ukraine and operational use, production rate limitations, and the need to integrate Patriot into the broader Golden Dome homeland missile defense architecture.

The Trump administration has proposed the Golden Dome homeland missile defense program with Patriot explicitly identified as a central component. According to the Congressional Research Service, the administration's approach to continued Ukraine military assistance is directly constrained by Patriot production rates, and its deterrence posture in the Middle East is directly tied to Patriot availability and interceptor stockpiles.

The Big Picture

The Patriot system is a mobile, ground-based platform capable of detecting, tracking, and engaging aircraft, cruise missiles, tactical ballistic missiles, and uncrewed aerial vehicles. A standard battery consists of a power plant, radar set, engagement control station, launcher stations, an antenna mast group, and interceptor missiles. The radar can detect and track more than 100 potential targets and has a range of over 100 kilometers.

The Army currently operates 15 Patriot battalions in the Active Component and plans to add three more, one per year from fiscal year 2029 to fiscal year 2031. The Army's fiscal year 2027 budget request included approximately $12.2 billion for PAC-3 Missile Segment Enhancement procurement.

Raytheon, an RTX business unit, serves as the prime contractor for the Patriot system, while Lockheed Martin produces the PAC-3 MSE interceptor missile. The Navy plans to integrate PAC-3 MSE missiles on Aegis guided-missile destroyers, with Lockheed Martin anticipating initial land-based testing in early 2027 and initial operational capability in 2028.

The State Department has notified Congress of proposed foreign military sales for Patriot systems to multiple governments, including Bahrain, Germany, Israel, Japan, Poland, Saudi Arabia, South Korea, Taiwan, and the United Arab Emirates. In September 2025, Denmark canceled its Patriot request and opted for the French and Italian-developed SAMP/T system instead, citing shorter delivery times. In March 2026, Switzerland was reportedly considering a European alternative to Patriot, in part because of potential delivery delays.

The Bottom Line

Allied Patriot procurement is increasing, but U.S. industrial base capacity remains a chokepoint. Raytheon's role as the sole Patriot manufacturer creates supply chain vulnerability that constrains both allied defense modernization and the Trump administration's ability to sustain concurrent military assistance and deterrence commitments.
