A new Congressional Research Service report on the Solomon Islands, released June 29, highlights a strategic competition between the United States and China for influence in a region critical to American military operations.

The Pacific Island nation, located roughly 2,000 miles northeast of Australia, sits astride key sea lines of communication between the U.S. and Australia and lies near U.S. military installations, including U.S. Army Garrison Kwajalein and Guam. Matthew Wale replaced Jeremiah Manele as Prime Minister on May 15.

The Big Picture

Solomon Islands switched diplomatic recognition from Taiwan to China in 2019, citing development needs. China has since become the nation's largest trading partner and its second-largest official development financing partner, accounting for roughly 19 percent of total official development financing disbursements. Regional experts have found no current evidence of a PRC-linked military base or dual-use facility being developed in the Solomon Islands.

The U.S. closed its embassy in Honiara in 1993 as part of a deficit reduction plan, leaving a 30-year gap before reopening it in 2023 under the Biden administration. In fiscal year 2024, the U.S. obligated $4.4 million in foreign assistance to the Solomon Islands, a fraction of what Australia provides. Australia is estimated to deliver $170.9 million in official development aid between 2026 and 2027, underscoring the disparity in engagement levels.

Matthew Wale, an opposition leader, replaced Jeremiah Manele as Prime Minister on May 15. Wale has previously criticized the 2022 China security agreement and announced plans to review it, though he cannot legally release its text publicly. He has also pledged to negotiate a comprehensive strategic treaty with Australia and signaled openness to U.S. engagement, stating that Solomon Islands would be "looking to the U.S. as well" following a recently signed Development Finance Corporation investment agreement.
