This timing matters for New Jersey, which faces an estimated 290,000-unit affordable housing shortage. The state diverted $125 million from its Affordable Housing Trust Fund, leaving just $5 million for subsidies while entering its fourth round of municipal affordable housing obligations.

Despite operational challenges, Congress shows strong bipartisan support for CDFI programs. The Senate Community Development Finance Caucus, led by Senators Mike Crapo (R-ID) and Mark Warner (D-VA), reaffirmed commitment to the Fund. A bicameral letter from Rep. Young Kim (R-CA) and Sen. Crapo gathered 105 Republican signatures urging continued support.

Several bills could expand CDFI opportunities: the CDFI Bond Guarantee Program Improvement Act lowers minimum transaction sizes, the Federal Home Loan Banks’ Mission Activities Act expands CDFI eligibility, and the SPUR Housing Act creates grant programs with CDFI participation.

Competitive Landscape

NJCC enters a crowded advocacy space dominated by established organizations. Major players include Opportunity Finance Network, which spends up to $30,000 quarterly on CDFI advocacy, and Low Income Investment Fund, which lobbies on CDFI Fund issues and related tax credit programs.

The CDFI Fund has distributed over $7.4 billion to community development lenders since inception, providing critical capital to organizations serving low-income communities that traditional banks often overlook.
