Why It Matters

The Trump administration and Congress are locked in a high-stakes debate over funding for U.S. ocean observation networks at precisely the moment scientists say the Atlantic Meridional Overturning Circulation (AMOC), a system of currents that regulates global climate, may be approaching an irreversible threshold.

The fight centers on whether to maintain or dismantle sophisticated monitoring equipment that tracks one of Earth's most consequential ocean systems. A weakening AMOC could trigger sea-level rise along the U.S. East Coast, reshape precipitation patterns across Africa and Asia, and intensify winter storms in Europe.

Yet federal agencies have proposed deep cuts to the very observation networks scientists rely on to detect these changes. The Trump administration has proposed eliminating and transferring some National Oceanic and Atmospheric Administration (NOAA) ocean observation programs, while the National Science Foundation (NSF) moved to descope the Ocean Observatories Initiative (OOI), a network of more than 900 advanced deep-sea sensors deployed across the Pacific and Atlantic.

The Big Picture

A Congressional Research Service report on U.S. ocean observation networks, last updated Wednesday, July 22, examined the funding threats facing AMOC monitoring. Scientists are concerned AMOC may be approaching a tipping point, a critical threshold that, when crossed, can push a system into a new long-term or permanent state, even if the trigger is reversed. Modeling studies suggest such a shift could be set off by a freshening of North Atlantic waters from increased polar ice melt, which would make those waters more buoyant and inhibit thermohaline circulation, the process driving the global conveyor belt.

NOAA provides 53 percent of total in situ observations in the Global Ocean Observing System (GOOS), an international network for sustained, long-term ocean data used in weather and climate prediction, an outsized role that gives the U.S. significant influence over global climate monitoring. Its contributions include the Western Boundary Time Series, which has tracked Florida Current transport since 1982, the Argo Program, where NOAA maintains about half of a global fleet of more than 4,000 profiling floats, and the Global Drifter Program's more than 1,000 satellite-tracked buoys.

Yet NOAA's overall budget was proposed to be slashed by more than 25 percent, with significant reductions targeted at the Argo and Global Drifter Programs and proposed transfers of decommissioned observing equipment between fiscal years 2028 and 2031.

NSF separately proposed decommissioning OOI to focus on higher priority investments in fiscal years 2026 and 2027, then announced in May it had initiated descoping, involving phased removal of infrastructure from four of five arrays over 15 months. One targeted array, the Global Irminger Sea Array off Greenland, is described by experts as critical for forecasting AMOC changes; NSF planned to recover it during summer 2027. The Heritage Foundation has advocated disbanding or consolidating federal ocean research programs it associates with climate alarmism.

Political Stakes

For the Administration

For the administration, the cuts align with a broader effort to shrink federal climate research spending. Congress, however, has already rejected some of the administration's proposed NOAA cuts, signaling potential limits on executive control over the budget.

For Congress

For Congress, the issue presents a test of whether lawmakers will prioritize climate science infrastructure despite ideological opposition. The Senate passed S. 4822 on Wednesday, June 17, which would block the removal of OOI. Some House members introduced similar legislation, H.R. 9647, in July. These moves suggest bipartisan, or at least cross-party, concern about losing critical monitoring capabilities.

For the Public

A 2026 study found that removing U.S. observations from GOOS would increase error in estimating ocean warming, a metric important for studying changes in AMOC, by about 160 percent. Ocean observation networks provide the data needed to predict short- and long-term ocean and weather changes that could affect the U.S. economy and national security.

During a March 2025 House Science, Space, and Technology Committee hearing on blue economy technologies, a witness testified that there is no scenario where private industry could simply take over ocean observation functions. Some scientists contend that different observing technologies from numerous sources are required to study the ocean system, suggesting complementarity rather than substitution.

The Bottom Line

On June 18, NSF paused its plan to scale back the ocean observatories program following congressional and stakeholder concerns. The agency reportedly plans to convene an expert panel to determine the program's future and has said it is seeking a sustainable path forward. Congress could require NSF to maintain the program in statute and appropriate dedicated funds to preserve the status quo, or direct the agency to transfer it elsewhere, such as to NOAA.

It remains unclear whether removing the network and other U.S. ocean observation systems would ultimately cost more than maintaining them through their intended design life. Keeping the program running, whether under NSF or another entity, would eliminate recovery costs and allow federal and nonfederal scientists to keep monitoring the Atlantic current system.

Policymakers now face a choice between the cost of sustaining these networks and the cost of losing visibility into a climate system that scientists say may be approaching a threshold from which there is no return.
